MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 1992 <br />Mr. Collova introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-2-49 - APPROVING THE MINUTES OF THE <br />JANUARY 23, 1992 SPECIAL MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Collova, LaValle, 5calze, Blesener, Aanson. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze corrected Resolution No. 92-1-43 of the January <br />27th minutes to read as follows: <br />RESOLUTION NO. 92-1-43 - OFFERING JIM MORELAN A <br />FULL-TIME PARK AND RECREATION DIRECTOR POSITION <br />CONDITIONED THAT THE PARK AND RECREATION DIRECTOR NOT <br />ALSO SERVE AS A HEAD OR CHIEF OF ANOTHER CITY <br />DEPARTMENT OR SERVICE FUNDED IN WHOLE OR IN PART BY THE <br />CITY, AND FURTHER CONDITIONED THAT THE APPLICANT <br />SATISFACTORILY COMPLETE A PHYSICAL EXAMINATION, WITH AN <br />ANNUAL SALARY OF $30,000 TO BE EVALUATED AT ONE YEAR <br />WITH A NEGOTIATED INCREASE AT THAT TIME BASED ON <br />SATISFACTORY PERFORMANCE RELATIVE TO THE ACCOMPLISHMENT <br />OF PRE-ARRANGED GOALS AND EXPECTATIONS AS APPRAISED BY <br />THE CITY ADMINISTRATOR AND RECOMMENDED TO THE CITY <br />COUNCIL~ AND IT IS FURTHER UNDERSTOOD THAT UPON <br />SATISFACTORY PERFORMANCE AT THAT EVALUATION, SALARY <br />INCREASE WOULD BE A MINIMUM OF $1,000 PLU5 A <br />COST-OF-LIVING ADJUSTMENT; AND SHOULD JIM MORELAN <br />DECLINE THIS OFFER, THEN THE POSITION SAOULD BE OFFERED <br />TO BARBARA ALLARD ON THE SAME BASIS <br />Blesener stated that it was his recollection that the <br />issue of Morelan's serving as Fire Chief came up as a <br />question during the interview, but was not discussed as <br />a condition of employment on January 27th. <br />Scalze disagreed and stated that she raised this issue <br />in a memo which she drafted and read on the 27th. This <br />fact was confirmed by the City Administrator. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-2-50 - APPROVING THE MINUTES OF THE <br />JANUARY 27TH SPECIAL MEETING SUBJECT TO THE CORRECTION <br />OF RESOLUTION 92-1-43 AS OUTLINED ABOVE <br />Page 2 <br />
