MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 1992 <br />Favis asked why the Krahn property is being allowed to <br />make extensive improvements. <br />The City Planner noted that this property is large and <br />ordinance requirements are being met. <br />Favis was informed that the City Planner would be at <br />City Hall next Tuesday. It was suggested that she make <br />an appointment to discuss her property with staff at <br />that time. Scalze also asked that the City Planner <br />research the legality of stepping improvements. <br />Collova stated that he supported the Planning <br />Commission recommendation to amend the Comp Plan. <br />Blesener agreed, pointing out that the designation of <br />the area as open space is a very long range plan. <br />Blesener stated that if there are properties that burn <br />down and cannot be rebuilt or are dilapidated to the <br />point that they cannot be rehabilitated, the City may <br />have to get more involved financially. <br />LaValle pointed out that it is not the intent of the <br />Council to change the zoning of the area or to create <br />financial hardship on the property owners. <br />Gail Hagen pointed out the existing condition of 34 <br />Little Canada Road, and asked what plans were for that <br />property. It was pointed out that there are concrete <br />girders extending from that property into the Hagen <br />property, soils have been disrupted and there are <br />erosion problems. Hagen suggested that an outcome for <br />34 Little Canada Road needed to be established. <br />Blesener pointed out that if the area is designated as <br />open space in the comp plan, this may allow the City to <br />do some things it couldn't otherwise. <br />Collova agreed, when the value of a structure drops to <br />zero. <br />Scalze felt that the existing condition of 34 Little <br />Canada Road needed to be addressed. <br />The City Administrator suggested that the property be <br />evaluated under the hazardous building code. <br />There was no one else from the general public wishing <br />to comment on this matter. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />Page 16 <br />
