MINUTES <br />CITY COUNCIL <br />MAY 13, 1992 <br />Dan Liebel felt that the shoulder would be used by <br />drivers for passing other vehicles, and this would <br />result in a dangerous situation. <br />Scalze reported that she has heard only positive <br />comments about the paved shoulder that was installed <br />last year on County Road B. <br />Collova suggested that the City determine whether or <br />not Vadnais Heights is qoing to participate in the <br />improvement. <br />Scalze pointed out the demand in other areas of the <br />City for paved shoulders. Scalze felt that the <br />improvement should be approved for the good of the <br />City. Scalze pointed out that the shoulder benefits <br />residents other than those adjacent to the path, and <br />this is why the City picks up 20% of the cost. <br />A resident of the area reported that there are <br />currently parking problems in front of a duplex on Twin <br />Lake Blvd., and felt that the shoulder would provide <br />more parking area for the duplex. <br />Scalze reported that this was a safety issue and <br />suggested that the area could be posted as no parking. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-5-153 - TABLING ACTION ON THE TWIN <br />LAKE BLVD. SHOULDER IMPROVEMENT UNTIL THE MAY 27, 1992 <br />REGULAR COUNCIL MEETING AND INSTRUCTING THE CITY <br />ADMINISTRATOR AND CITY ENGINEER TO DETERMINE THE <br />COUNTY'S PLANS FOR THE IMPROVEMENT, WHICA PROPERTIES <br />WOULD BE ASSESSABLE, AS WELL AS WHETHER OR NOT THE CITY <br />OF VADNAIS HEIGHTS WILL PARTICIPATE IN THE IMPROVEMENT <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Scalze, Hanson, LaValle. <br />Nays (o). Resolution declared adopted. <br />CAPITOL John Giovannini, Executive Director, Capitol Community <br />COMMUNITY Services appeared before the Council to give a brief <br />SERVICES outline on the history of and services provided by the <br />organization. Giovannini reported that the <br />organization has been in existence for 47 years, and <br />has been serving people from this area since 1984. <br />Capitol Community Services provides assistance to <br />at-risk young people, single parents, and families <br />living on the edge. Their mission is to help people in <br />our communities retain or regain their ability to live <br />independently or successfully in a family setting. <br />Page 5 <br />
