MINUTES <br />CITY COUNCIL <br />JUNE 16, 1992 <br />The City Engineer reported that LaBore Road does not <br />have the substantial section to handle the traffic that <br />it gets today. The road has deteriorated past the <br />point where patching or overlay would be adequate. <br />Mrs. Donovan stated that she believed that LaBore Road <br />was constructed in 1967 with sewer installed at that <br />time, and a watermain improvement was done in 1977. <br />The portion of road dug up for watermain was redone at <br />that time. Donovan stated that in 1967 the City did <br />not accept the street, and a portion had to be redone. <br />Donovan reported that the road was never a good one, <br />and reported that she saw soil borings done and there <br />is blue clay about 15 feet below the surface. <br />Hanson asked about assessment details. <br />The City Administrator replied that typically the City <br />assesses road reconstruction for a term of l0 years. <br />The interest rate charged would be the rate in effect <br />at the time the assessment is levied, and the <br />Administrator estimated a rate of 6 1/2 to 7%. The <br />Council could go longer than 10 years, however, the <br />Administrator felt this might not be prudent because <br />stretching assessments out too long might result in a <br />situation where future improvements are needed and <br />assessments then overlap. <br />The Mayor pointed out that this was not a big cost <br />project, therefore, rather than sell a bond issue, the <br />City may finance the project internally with reserves. <br />This would result in a savings to the property owners <br />since there wouldn't be bond issuance costs to pass on. <br />Mrs. Neamy expressed concern about the traffic on <br />LaBore Road and asked if it could be directed to <br />Edgerton. <br />Hanson acknowledged that there is more and more traffic <br />through the City each year, and it was noted that <br />traffic takes the path of least resistence. <br />Mrs. Neamy expressed concern that she will be assessed <br />on both her LaBore Road frontage and eventually on her <br />Vanderbie frontage. Mrs. Neamy reported that her lots <br />face Vanderbie, and felt that she should not be <br />assessed along LaBore Road. <br />It was noted that Mrs. Neamy had applied for the <br />division of her property, however, that property <br />division proposal required a variance unless a portion <br />of her existing garage was removed. <br />Page 10 <br />
