MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />trail pictures on display which it borrowed from the <br />Ramsey County Historical Society, and two members of <br />the group, Kathy Hanson and Jean Donovan, dressed in <br />period costumes to give the tours. Next Tuesday a <br />group of seniors from Rosepoint will do the same tour. <br />Hanson pointed out that the old Fire Station is being <br />well used by the Historical Society. There is a <br />meeting of the Society tomorrow evening, and anyone <br />interested in attending should feel free. <br />Scalze suggested that City staff send a letter of <br />thanks to the Historical Society volunteers for their <br />assistance to the Super Summer Day Camp program. <br />RUE Scalze pointed out that Rue Plastics has been doing <br />PLASTICS some park improvements on adjacent property not owned <br />by them. Scalze reported that Mr. Rue would like to <br />own this property. The City previously accepted a <br />holding pond from Mr. Rue, and he feels that in <br />exchanqe for this land dedication, he should be given <br />the adjacent trapezoid piece of property. Scalze did <br />not feel the City should give up this property. Scalze <br />noted that if the Rue employees are interested in the <br />piece for park usage, others would be interested as <br />well. <br />The City Administrator noted that the recommendation by <br />the Park Commission a year ago was to only retain the <br />30-foot access easement to the Water Works property. <br />This is when Mr. Rue became interested in the trapezoid <br />piece. However, the Administrator noted that if the <br />City is deeded a piece of property to be used for park <br />purposes, it does not have the ability to sell that <br />property to a private developer. <br />Scalze reported that the Park Commission has since <br />changed their mind on the extent of park dedication in <br />that area. Scalze pointed out that parks should be <br />used by both residential and commercial people. Scalze <br />asked how the City should address the park development <br />which has already occurred on the trapezoid piece, and <br />suggested that perhaps the Park Consultant should <br />review it. Scalze asked if a private company could <br />develop a park property as long as it met the City's <br />specifications. <br />The City Attorney assumed that this could be done, the <br />problem is liability exposure. As long as liability is <br />addressed, there should be no problem. <br />Scalze asked that the City Attorney and City <br />Administrator review this situation and comment back to <br />the Council. <br />Page 26 <br />
