MINUTES <br />CITY COUNCIL <br />SEPTEMBER 2, 1992 <br />association meetings, increased daily activity, i.e. <br />numerous phone calls to the Director. <br />LaValle recommended that the Council certify the <br />maximum levy with a 4% increase at this time, and then <br />proceed to fine-tune the budget in the next couple of <br />months. <br />Scalze noted the City's #1 status as far as taxes and <br />felt that the City should make efforts to cut the <br />budget where it could. <br />The Administrator noted that while the City has the #1 <br />status due to a number of factors over which the City <br />has no control, the City must make decisions to operate <br />in the most efficient manner possible. <br />Blesener agreed that there was not much the City could <br />do to resolve the #1 status problem, and felt that <br />cutting essentials from the budget would hurt the City <br />in the long-run. <br />Scalze felt that cuts in areas like the City's <br />contribution to the Fire Relief Pension Fund should be <br />considered. <br />It was suggested that the City Council meet again on <br />September 14th to review the budget and look for areas <br />that could be reduced. <br />The Administrator reported that Annette Freeman will be <br />retiring during 1993. The budget has been put together <br />considering that a replacement will start on February <br />1st with a 4 to 6 week training period. The <br />Administrator reported that Ms. Freeman would like to <br />continue on with the City on a part-time basis of 8 <br />hours per week at a reduced rate of pay. <br />Blesener suggested that on September 14th the Council <br />try to cut the budget to a 3o increase or less.
