MINUTES <br />CITY COUNCIL <br />SEPTEMBER 2, 1992 <br />cover the proposed actual 1992 Fire Department <br />expenditures of $137,917. <br />LaValle noted that there are some expenditures that <br />occurred in 1992 that will not happen in 1993, such as <br />reimbursement of lost wages for the Rice Street fire, <br />and attorney costs relative to the State's compliance <br />audit of the gambling operation. <br />Hanson asked if the $137,917 estimated to be expended <br />for 1992 was accurate. <br />The Chief replied that it was as close to actual as <br />possible. <br />The Chief reviewed in detail the Fire Department's <br />capital improvement requests for 1993, which include <br />completion of Hepatitis B vaccinations, refurbishing of <br />741 vehicle, uniforms, masks, and SCBA training. <br />The City Administrator reported that he considers masks <br />and SCBA training as safety issues, therefore, gave <br />them a high priority. The Administrator suggested that <br />the other capital improvement requests be ranked within <br />the City capital improvement listing. The <br />Administrator suggested that the key is determining the <br />Fire Department contract amount. <br />Scalze felt that capital improvement items should not <br />be added to the contract amount, but a part of the <br />City's capital improvement listing. <br />Blesener suggested that SCBA training and vaccinations <br />were not really capital improvement items, and should <br />be added to the contract. <br />Scalze suggested that perhaps the 10% Capital <br />Improvement Fund should be renamed to "Capital <br />Improvement & Contingency Expenditures Fund". <br />Blesener suggested that the $14,166 in Reserves be <br />eliminated from the budget, that $11,061 to balance the <br />1992 budget be added and that $3,900 for SCBA training <br />and vaccinations be added resulting in a contract <br />amount of $156,618. Blesener suggested that masks, <br />uniforms and refurbishing of the 741 be listed under <br />Capital Improvements. <br />Scalze stated that she would like to have the budget a <br />little cleaner, delete reserves entirely, and handle <br />emergency purchases, etc. as capital improvements <br />items. <br />Page 4 <br />
