MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />tenants complying with the income quidelines. <br />There was no one present from the general public who <br />wished to comment on this matter. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing on the TIF issue was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-9-322 - APPROVING THE ESTABLISHMENT <br />OF A MUNICIPAL DEVELOPMENT DISTRICT AND A MUNICIPAL <br />DEVELOPMENT DISTRICT PROGRAM RELATING THERETO, AND <br />ESTABLISHING HOUSING TAX INCREMENT FINANCING DISTRICT <br />NO. 5 AND A TAX INCREMENT FINANCING PLAN RELATING <br />THERETO AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE DEVELOPMENT AGREEMENT WITH <br />PRESBYTERIAN HOMES ON BEHALF OF THE CITY SUBJECT TO <br />INCLUSION OF THE STIPULATIONS AS OUTLINED, AND SUBJECT <br />TO APPROVAL OF TAE CITY ATTORNEY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Hanson, LaValle, Collova. <br />Nays (0). Resolution declared adopted. <br />CUP FOR Hanson opened the public hearing to consider an <br />BEST AUTO amendment to Conditional Use Permit to allow auto <br />& TIRE CENTER repair in the Industrial District. Hanson noted that <br />the Planning Commission has recommended approval of the <br />application. <br />The City Planner reported that his original report <br />recommended tablinq of this application due to the <br />inadequacy of the rear yard setback. The site plan was <br />incorrect, and there is adequate rear yard setback. <br />The Planning Commission recommended approval on that <br />basis. <br />James Burton, Best Auto & Tire, appeared before the <br />Commission and reported that he would like to put up a <br />28 by 60 foot addition to his existing building. This <br />addition would contain an office area and two more <br />service bays. Burton reported that he currently does <br />light auto repair in his four existing bays, and would <br />like to add two more. Burton reported that he is not <br />changing his business at all, just expanding. <br />There was on one from the general public present <br />wishing to comment on this matter. <br />Page 9 <br />
