Scalze <br />suggested additional fee revenue of $800 for the <br />coaches clinic program. Scalze reported she has <br />learned that the Park & Recreation Director had already <br />implemented this suggestion. <br />Scalze further suggested that costs associated with the <br />day camp program could be cut for next year. The day <br />camp committee has not met yet to finalize the 1992 <br />costs, but this is an item they will address with the <br />intention of making next year's program more <br />self-supporting. <br />Scalze pointed out that another area she raised was <br />regarding generating additional revenue from rental of <br />the lower level of the old fire station based on <br />current usage. Scalze pointed out that there was a <br />committee that worked on the issue of use of the old <br />fire hall, and Scalze was not sure whether the <br />committee determined what other cities charge for the <br />use of such space. However, Scalze was sure that other <br />communities did not allow this type of space to be used <br />at no charge. Scalze pointed out that there may be ADA <br />requirements that apply to the use of this space. <br />Scalze felt that the City needed to move towards <br />recouping its costs associated with the building from <br />user fees. Scalze felt that private use of this <br />facility should assist in the cost of maintenance and <br />utilities. Scalze reported that it was her <br />understanding that the facility was used 10 to 12 times <br />per year, and once by a drivers training group. Even a <br />rental rate of $50 per use would amount to $500 in <br />revenues. Scalze also reported that in the past the <br />LCRA has donated $300 annually to the Fire Department <br />for their use of the old fire station facilities to <br />offset maintenance oosts. Scalze felt that this $300 <br />should now come to the City since it is a City building <br />and the City is incurring the costs for it. Scalze did <br />not feel that the general taxpayer alone should foot <br />the bill for use of City facilities by outside <br />organizations. <br />Blesener felt that if the City began charging £or use <br />of its facilities, those users would go elsewhere. <br />Scalze felt that if it was the Council's intent to <br />allow for the continued use of both the old fire <br />station and the City Center, those users should pay a <br />fee. Scalze pointed out that of the cities surveyed on <br />this issue, no city allowed for the use of its <br />facilities without a fee.
