MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />PIONEER Bill Sanders, Park Consultant, appeared before the <br />PARK Council to discuss the issue of expansion of parking <br />PARKING LOT facilities in Pioneer Park. Sanders noted that <br />EXPANSION there are currently a total of 125 parking spaces in <br />the Park, 92 of which are on the Centerville Road side <br />of the Park, and 33 on the DeSoto side. Sanders <br />reported that it is the feeling of the Park Commission <br />that 35 additional spaces are needed in the Park to <br />accommodate immediate needs, while there will be a <br />future need for a total of 75 additional parking spaces <br />once the park is fully developed and in order to fully <br />utilize the its facilities. <br />Sanders reported that the Park Commission has looked at <br />various options, one of which involves shared parking <br />with the industrial property to the north when it <br />develops. There is also the possibility of the City <br />requiring a park dedication of 100 of the land when the <br />industrial property to the north develops. This would <br />provide enough land for a 120 space parking lot. The <br />Commission feels that these are viable options to be <br />kept in mind for the future. <br />Sanders presented six options for expansion of parking <br />within Pioneer Park. The first option involved the <br />extention of the Centerville Road parking area north to <br />the trail. The expansion would involve 70 spaces at an <br />estimated cost of $63,000. Sanders reviewed the <br />advantages and disadvantages of this option as outlined <br />in agenda correspondence. Sanders pointed out that the <br />high cost involved is due to soil correction and <br />drainage concerns that would have to be addressed. It <br />was also noted that the expansion would require the <br />removal of a wooded area. Even though the trees are <br />not substantial, Sanders felt that the woods has a <br />strong impact on the park in terms of softeninq the <br />edge. <br />Sanders presented Option #2 which involved the <br />extension of the Centerville Road parking area north to <br />the woods with 35 additional parking spaces. Estimated <br />cost is $26,250. Again, 5anders reviewed the <br />advantages and disadvantages of this option. <br />Option #3 was reviewed which involves expansion of the <br />DeSoto Street lot along the south property line with 70 <br />additional parking spaces at an estimated cost of <br />$49,000. <br />Hanson noted that the Park Master Plan has identified <br />the southeast corner of the park as passive, and there <br />has been some discussion about a future ballfield in <br />this area.
