MINUTES <br />CITY COUNCIL <br />DECEMBER 15~ 1992 <br />Warehouse desires to lease their premises for $368 per <br />bingo session, which the charities feel is <br />inappropriate. Fahey reported that today the charities <br />have signed long-term leases with Twin City Federal for <br />operation of a bingo hall at the Market Place Shopping <br />Center. Net per session cost will be $200 per <br />session. The charities are proposing to lease between <br />11,600 to 12,200 square feet and will sublease 500 <br />square feet to a concessionaire. The charities also <br />wish to work with the current landlord in a smooth <br />transition, the date of transition from one location to <br />the other has yet to be determined. <br />Fahey reported that there are still a number of issues <br />to be resolved in order for TCF to gain a bingo hall <br />license from the City and the State, and it is hoped <br />that these issues can be addressed within the next <br />couple of weeks. Fahey reported that the charities are <br />hoping to have the issue back before the Council for <br />formal approval at the first Council meeting in <br />January. <br />Fahey reported that the agreement with Twin City <br />Federal includes substantial tenant improvements. The <br />new bingo hall at the Market Place Shopping Center will <br />be basically a new facility, attractive to the public, <br />and supportive of the charities' efforts. The <br />charities also propose to work with the current <br />concessionaire at the Little Canada Bingo Hall, who has <br />done a good job for the charities and will make the <br />transition as smooth as possible for all concerned. <br />Fahey pointed out the positive impact that charitable <br />gambling has had on the City of the past five to six <br />years. Through charitable gambling donations, the City <br />has purchased new park land and equipment, and is <br />currently building a 10% Capital Improvement Fund. <br />Fahey pointed out that the new fire hall was partially <br />funded from charitable gambling funds, and the new fire <br />truck was purchased with these funds. The charities <br />wish to keep the bingo hall going on a profitable <br />basis, and all four charities feel that a move is <br />necessary to do so. <br />Fahey asked for Council support in relocating the bingo <br />hall to the Market Place Shopping Center effective <br />March lst, or upon completion of site improvements at <br />the shopping center. Fahey asked that the Council <br />support the transfer of the bingo hall license to the <br />Market Place subject to compliance with the City's <br />ordinance requirements. <br />Fahey reported that it is important for the City to <br />Page 22 <br />
