MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />was discussed with the charities. At the time the <br />ordinance was drawn up, the City did not know what the <br />salaries being paid by the various charities were, <br />therefore, no salary regulation was included in the <br />ordinance. <br />Fahey stated that he agreed with Bill Quirin, and <br />stated that many members of the Fire Department are <br />wondering if their gambling operation is worth it. <br />Fahey pointed out the slams being made by Clasen, and <br />wondered his motivation. Fahey stated that he has <br />received no money from the gambling operation at the <br />bingo hall, and reported that his wife does work there <br />and is paid on an hourly basis. Fahey stated that the <br />fact is that when the Little Canada Fire Department had <br />a bingo operation many years ago, members of the <br />department and their families ran the operation and <br />were paid S5 per niqht for doing so. The revenue from <br />this bingo operation was used to buy fire trucks, etc. <br />When the Fire Department first opened their bingo <br />operation at the Little Canada Bingo Aall, these same <br />people who ran the original bingo operation were asked <br />if they wanted jobs at the bingo hall. Fahey pointed <br />out that employment at the bingo hall is open to the <br />public-at-large. <br />Fahey pointed out that the information Clasen presented <br />is first being seen this evening, and the Fire <br />Department and charities have not had an opportunity to <br />review and respond to this information. <br />Fahey felt the best way to keep problems on-qoing would <br />be to create a gambling committee and put Clasen in <br />charge of it. Fahey felt that the Council should not <br />appoint a committee, and that doinq so would be an <br />abdication of their responsibility as City Council. <br />Fahey felt that the Council should make the decisions <br />on whether or not the City wants charitable gambling, <br />whether salaries should be regulated and whether rents <br />should be regulated. <br />Fahey reported that the charities are continuing <br />negotiations with Mr. Short, the owner of the bingo <br />hall. <br />Fahey reported that a lot of good families of the City <br />of Little Canada are tired of gettinq slammed. Fahey <br />felt that these families have done a lot of more <br />positive good for the City than Clasen has. <br />Fahey again urged the Council not to form a gambling <br />committee, but to make the decisions themselves on how <br />the City should regulate charitable gambling.
