That is, in sandy soils less road <br />section will be necessary versus in poor soils to carry <br />the same amount of weight during a road's critical <br />load-bearing time. <br />The Engineer felt that there were two types of streets <br />within the City those being residential streets and <br />colleotor streets. Residential streets typically have <br />low traffic volume, while collector streets are <br />carrying more traffic. <br />LaValle pointed out that the City posts weight limits <br />on its streets in the spring, however, cannot control <br />situations where a fire truck needs to use a street. <br />It was pointed out that school buses are exempt from <br />weight restrictions. <br />The Engineer reported that most of the City's MSA <br />streets are collector streets, and that the series of <br />County roadways within the City are collector streets <br />as well. <br />Scalze pointed out that the City has some collector <br />streets like Jackson Street that should be treated <br />differently from a typical residential street. <br />The City Administrator pointed out that LaBore Road was <br />another example of a City collector street. The <br />Administrator noted that when LaBore Road was <br />reconstructed this past summer, it was built to 9-ton <br />standards, although property owners along the street <br />will be assessed the equivalent of a 7-ton residential <br />street. The Administrator pointed out that Jackson <br />Street will be a difficult street improvement to assess <br />since there is only one side of the street that can be <br />assessed. This street would be a good candidate for <br />MSA designation except that it is virtually impossible <br />to meet design criteria. <br />The City Engineer referred to the street construction <br />standards contained in the agenda packets. Under these <br />standards the City would have two options; either <br />reconstruct to a specific standard or overlay the <br />street. Overlaying would consist of patching, <br />leveling, installing paving fabric and 1 1/2 inches of <br />bituminous. <br />Page 2 <br />
