STAFF REPORT <br />TO: Mayor Fischer and Members of City Council <br />FROM: Laura Linehan, Acting City Administrator <br />Assistant City Administrator/CR Manager <br />Heidi Heller, City Clerk/HR Manager <br />DATE: March 12, 2025 <br />RE: Approve City Administrator Recruitment Profile & Salary Range <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting the City Council's consideration in approving the City Administrator <br />Recruitment Profile, wage scale, and HueLife recommended hiring range. <br />POSITION PROFILE: <br />On February 12, 2025, the City Council approved a consulting services agreement with HueLife <br />for a City Administrator Executive Search. <br />As part of the recruitment process, Dr. Richard Fursman met with the leadership team members, <br />and the city council members to discuss what both parties might like to see in a new City <br />Administrator. Additionally, a survey was provided to gauge technical skills and preferences for <br />the new City Administrator position. <br />Insights were compiled, and a recruitment profile has been drafted for City Council approval as <br />is attached as Attachment A. In addition to characteristics of the community, and the position, <br />process details such as how to apply for the position, and key dates are included. <br />As a reminder, the proposed timeline for the recruitment is: <br />•Applications due by: April 11 at 4:30 PM <br />•Present confidential semi-finalist packet to council: May 7 <br />•Finalist Interviews: May 16/17 <br />•New Administrator Starts: June/July <br />SALARY ANALYSIS BACKGROUND: <br />In preparation of hiring a City Administrator, staff worked with Tessia Melvin of DDA Human <br />Resources to analyze if the current salary wage scale for the City Administrator position is <br />competitive to attract quality candidates. The memo from DDA is attached as Attachment A. <br />Historically, there was a wage cap in the State of Minnesota on city leadership positions, <br />including City Administrators, based on 110% of the Governor's salary. With the 2023 removal <br />of the salary cap, wages for city leadership positions, in particular City Manager/Administrator <br />positions, have been increasing.
