STAFF REPORT TO: Mayor Fischer and Members of City Council FROM: Heidi Heller, City Clerk/HR Manager Laura Linehan, Acting City Administrator DATE: March 12, 2025 RE: Ordinance 909, Amending City Code 211, City Administration New City Administrator Job Description ACTION TO BE CONSIDERED: Adopt Ordinance 909 amending City Code Chapter 211, City Administrator and approve the new City Administrator job description. BACKGROUND: City Code Chapter 211, City Administrator, was adopted in October 1989 when there was a staff transition occurring and Council decided to change the top position from a Clerk-Treasurer to City Administrator. Chapter 211 is written like a job description and has been the only description of City Administrator duties to date. There is currently no other job description document for the Administrator. The language in the current City Code Chapter 211 is outdated and should be updated to reflect how the city is currently operating. Since the city is in the process of hiring a new City Administrator, staff is updating this code chapter, along with drafting a typical job description for the City Administrator that contains the details and requirements for this position. Staff worked with the City Attorney on the code update and the chapter is being updated to be “City Administration” with a section to reflect the City Administrator responsibilities and a separate section to outline the city clerk duties that are being done by a different employee. The entire Chapter 211 is being repealed and replaced. RECOMMENDATION: Staff recommends the City Council: 1. Adopt Ordinance 909, Repealing and Replacing City Code Chapter 211, City Administration, and approve publication of a summary ordinance 2.
