<br />(4) Administrator and personnel. The Administrator shall be the chief administrative and personnel <br />officer of the city. The Administrator shall be directly responsible to the Council for <br />administration of all departments of the city and shall be directly responsible to the Council for <br />the supervision or all temporary, permanent, full-time, part-time and consulting personnel of the <br />city, except those appointed by the Council to serve on advisory commissions. <br /> <br />(5) General. The Administrator shall attend all meetings as may be required by the Council; perform <br />all reasonable tasks set before the Administrator by the Council; furnish all verbal and written <br />reports concerning the assigned responsibilities of the Administrator as the Council may desire; <br />and maintain good and proper relations with the public at large. <br /> <br />211.070. CITY ADMINISTRATOR AUTHORITY. <br /> <br />(1) Administrative policy. The Administrator may establish administrative policies and procedures <br />as may be necessary to ensure proper and efficient operation of all departments and divisions of <br />the city and may issue administrative orders to carry out administrative policies and procedures. <br />The administrative policies and procedures shall be consistent with Minnesota Statutes, city <br />ordinances and Council policy. The Council shall be apprised of administrative policies and <br />procedures. <br /> <br />(2) Fiscal control. The Administrator shall act as the Treasurer for the City pursuant to Minnesota <br />Statute § 412.141 and exercise control over the fiscal expenditures of all departments of the city <br />and appropriations which appear in the annual budget. The Administrator shall follow the adopted <br />Purchasing Policy for purchasing authority. No officer or employee of the city shall place any <br />order or make any purchase except for a purpose and to the amount authorized in the budget <br />without Council approval. All claims resulting from orders placed by the city shall be audited for <br />payment by the City Council. The Administrator shall negotiate contracts for any kind of <br />merchandise, materials, equipment or construction work for presentation to the Council. <br /> <br />(3) Personnel. All department directors and administrative personnel shall report directly to the <br />Administrator. The Administrator shall recommend to the Council the hiring, promotion, <br />demotion or dismissal of any regular or probationary full-time or part-time employee of the city. <br />The Council shall make all final determinations with regard to the employment, promotion or <br />dismissal of city employees. <br /> <br />SECTION 3. REPEAL OF CONFLICTING ORDINANCES. That all ordinances or parts of <br />ordinances in conflict herewith are hereby appealed. <br /> <br /> <br />SECTION 4. SEVERABILITY CLAUSE. Every section, provision, and part of this Ordinance is <br />declared severable from every other section, provision, and part. If any section, provision, or part of <br />this Ordinance is held to be invalid by a court of competent jurisdiction, such judgment shall not <br />invalidate any other section, provision, or part of this Ordinance. <br /> <br />
