<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: March 12, 2025 <br /> RE: Cooperative Agreement with Ramsey County for County Road D Street <br />Improvement <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Approve cooperative agreement with Ramsey County for the County Road D Improvement <br />Project. <br /> <br /> BACKGROUND: <br />The City led a project in 2020 to reconstruct County Road D from Payne Avenue to Greenbrier <br />Street in order to extend a storm sewer pipe to serve Greenbrier Street, which was also <br />reconstructed in 2020. Ramsey County approved the project and reimbursed the City based on the <br />cost participation policy adopted by the Ramsey County Board. The remainder of County Road <br />D from Greenbrier Street east to Highway 61 has been in need of reconstruction for some time and <br />was finally programmed for 2025. The last two years have been spent putting plans together for <br />the project. Previously, the City Council approved the Right-of-Way and easement acquisition <br />agreement for the project. There is also an agreement for the project itself and how costs will be <br />divided among the involved parties. <br /> <br />The street is being reconstructed from Greenbrier Street west to near Highway 61. It will match <br />the work that was completed in 2020 with full street reconstruction, curb and gutter, storm sewer <br />improvements, and an eight-foot trail on the north side of the street. <br /> <br />The costs will be split according to Ramsey County’s cost participation policy. Ramsey County <br />will bear most of the cost with Little Canada, Vadnais Heights, and Maplewood contributing based <br />on the work taking place within their respective borders. Little Canada is paying for a portion of <br />the trail even though it is in Vadnais Heights because it will be used by Little Canada residents <br />and made more sense to be on the north side of the road. The City’s cost is estimated to be <br />$143,436.20. The total cost of the project is estimated to be $4,982,730. <br /> <br />The project is scheduled to be advertised for bids starting March 20 and work is anticipated to start <br />in May or early-June. <br /> <br />SOURCE OF FUNDS: <br />Funds have been budgeted in the 450 Infrastructure fund for the County Road D project. <br /> <br />RECOMMENDATION: <br />Approve cooperative agreement with Ramsey County for the County Road D Improvement <br />Project.
