^d&&ZWKZd <br />TO:Mayor Fischer and Members of City Council <br />FROM:Laura Linehan, Acting City Administrator <br />Assistant City Administrator/CR Manager <br />Heidi Heller, City Clerk/HR Manager <br />DATE:March 12, 2025 <br />RE:Review City Administrator Salary Range <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting the City Council's consideration in reviewing the City Administrator Salary <br />Wage Scale for the purpose of the upcoming City Administrator recruitment process. <br />SALARY ANALYSIS BACKGROUND: <br />In preparation of hiring a City Administrator, staff worked with Tessia Melvin of DDA Human <br />Resources to analyze if the current salary wage scale for the City Administrator position is <br />competitive to attract quality candidates. The memo from DDA is attached as Attachment A. <br />Historically, there was a wage cap in the State of Minnesota on city leadership positions, <br />including City Administrators, based on 110% of the Governor's salary. With the 2023 removal <br />of the salary cap, wages for city leadership positions, in particular City Manager/Administrator <br />positions, have been increasing. In addition to the removal of the salary cap, several benchmark <br />communities (that were used in 2022 when the City of Little Canada completed its most recent <br />compensation study) have done a compensation study and wage grid recalibration. <br />BENCHMARK COMMUNITIES <br />As part of that process, staff collected 2025 salary range data from the same benchmark <br />communities for City Administrator/City Manager positions only, that were utilized in the 2022 <br />compensation study. In the 2022 study, only City Administrator titled positions were utilized for <br />market comparison (shaded in purple below.)
