211. CITY ADMINISTRATION <br />211.010. CITY CLERK POSITION ESTABLISHED, PURPOSE. The office and position <br />of City Clerk is hereby established as a separate role from the City Administrator. <br />211.020. CITY CLERK APPOINTMENT, TENURE. The City Clerk shall be appointed <br />by the City Council for an indefinite term. Removal from this position will be by an affirmative <br />vote of a majority of all members of the City Council. <br />211.030. CITY CLERK DUTIES AND RESPONSIBILITIES. The City Clerk shall fulfill <br />the duties required in Minnesota Statutes, including but not limited to Minnesota Statutes §§ <br />412.151 and 412.201. The City Clerk shall have additional duties and responsibilities as assigned <br />by the City Council or City Administrator. <br />211.040. CITY ADMINISTRATOR POSITION ESTABLISHED, PURPOSE. The office <br />and position of City Administrator is created for the purpose of assisting the City Council in <br />carrying out the administrative functions of the city and to advise the Council in matters of general <br />policy pursuant to the authority in Minnesota Statute § 412.111. <br />211.050. CITY ADMINISTRATOR APPOINTMENT, TENURE. The Administrator <br />shall be appointed by the City Council for an indefinite term. Removal from this position will be <br />by an affirmative vote of a majority of all members of the City Council. <br />211.060. CITY ADMINISTRATOR DUTIES AND RESPONSIBILITIES. <br />(1)Executive officer. The Administrator shall be the chief executive officer for the Council. The <br />Administrator shall coordinate the administration of all city departments. <br />(2)Budget and finance. The Administrator shall be directly responsible to the Council for the <br />preparation, recommendation and management of the annual city budget and shall be chief <br />fiscal, financial and purchasing officer of the city. <br />(3)Programs and projects. The Administrator shall be directly responsible to the Council for <br />planning and carrying out all capital improvement projects and service programs and shall be <br />chief project and program director for the city. <br />(4)Administrator and personnel. The Administrator shall be the chief administrative and <br />personnel officer of the city. The Administrator shall be directly responsible to the Council for <br />administration of all departments of the city and shall be directly responsible to the Council <br />for the supervision or all temporary, permanent, full-time, part-time and consulting personnel <br />of the city, except those appointed by the Council to serve on advisory commissions. <br />(5)General. The Administrator shall attend all meetings as may be required by the Council; <br />perform all reasonable tasks set before the Administrator by the Council; furnish all verbal and <br />Proposed City Code
