<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br />Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: March 26, 2025 <br /> <br />RE: 2025 Wage Scale Amendment <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting the City Council's consideration in approving an amended 2025 Wage Scale. <br /> <br />BACKGROUND: <br />In preparation for hiring a City Administrator, staff worked with Tessia Melvin of DDA Human <br />Resources to analyze if the current salary wage scale for the City Administrator position is competitive <br />to attract quality candidates. At the March 12 City Council Workshop and March 12 City Council <br />Meeting, staff presented several options for the council to consider an adjustment to the 2025 Wage <br />Scale. <br /> <br />As part of the City Administrator Recruitment Profile, the City Council approved an adjustment to <br />Grade 15 of the 2025 Wage Scale based on City Administrator data, 95% of the market as outlined <br />below. Please note that there may be minor differences in the hourly rate due to rounding. <br /> <br />City Administrator Data – 95% of Market Salary Range <br />0 1 2 3 4 5 6 7 <br /> $69.38 $71.63 $73.96 $76.37 $78.85 $81.41 $84.06 $86.79 <br />$144,310.40 $149,011.20 $153,857.60 $158,849.60 $164,008.00 $169,332.80 $174,844.80 $180,523.20 <br /> <br />PAY EQUITY TESTING: <br />As part of this analysis, DDA conducted a pay equity test on behalf of the city to confirm if the <br />recommended market adjustment would result in state compliance for either a male or female <br />candidate. The approved wage scale adjustments for Grade 15 would be in compliance. <br /> <br />BUDGET: <br />There is no budgetary impact at this time; however, there could be a budgetary impact either in the <br />current year or the 2026 budget, depending on the incoming City Administrator candidate's <br />background and experience. <br /> <br />RECOMMENDATION: <br />Staff is recommending approval of the updated 2025 wage scale with an adjustment to Grade 15 for <br />the City Administrator position. <br /> <br />ATTACHMENTS: <br />• Attachment A: Amended 2025 Wage Scale
