STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Laura Linehan, Acting City Administrator

DATE: March 26, 2025

RE: Ordinance 910 Amending the Fee Schedule to add a 2025 partial yard waste and bulk
only service fee

ACTION TO BE CONSIDERED
Adopt Ordinance 910, amending the Little Canada Fee Schedule.

BACKGROUND:
At the December 18, 2024, City Council meeting, the City Council approved an agreement between
the City of Little Canada and Allied Waste Services of North America, LLC dba Republic Services of
the Twin Cities (Republic) for refuse services (trash, bulky, and yard waste.)

On January 8, the Council approved the First Amendment to the Municipal Materials Management
Agreement to adjust a performance bond dollar amount, based on 25% of estimated revenue.

As part of the process to prepare the quarter 1 utility bills, staff discovered that the partial yard waste
and bulk only service currently offered does not have a corresponding rate. Therefore, staff discussed
with Republic, the options to continue offering these services with a proposed rate.

These services include:
• Partial yard waste cost (a midseason rate)
o Historically 70% of annual cost
• Bulk only service (monthly charge)
o Historically $.50 cents per month

A second amendment to the contract with Republic is on the March 26 City Council meeting for
consideration. Should the agreement be approved, the corresponding ordinance amendment to the 2025
fee schedule to include the partial yard waste, which was historically approved in the fee schedule,
should be considered for addition as outlined below. Additionally, the Bulk Only Service rate has not
been historically included, and therefore, staff has added into the fee schedule.
