MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />adult leagues that have played at Pioneer <br />to know where the league stands for the 1 <br />if they will be playing at Pioneer Park. <br />stated that at a minimum he would like to <br />City's relationship with the leagues that <br />in the City in the past. <br />Park who want <br />a93 season and <br />The Director <br />maintain the <br />have played <br />Scalze pointed out that most adult leagues in Roseville <br />are not scheduled on the same field every week, but <br />rove between various parks. <br />The Director felt that the parking problem at Pioneer <br />Park will exist whether it is adult teams or youth <br />teams playing. The Director felt that the use of the <br />ball fields will have to be cut back if additional <br />parking is not provided. The Director indicated that <br />he could reschedule some of the adult teams and hope <br />that they will accept that. <br />Scalze felt that parking on an unpaved area of the park <br />was acceptable as an emergency measure for LCRA <br />tournaments, but felt that some of the adult teams <br />needed to be rescheduled for the 1993 season. <br />Morelan pointed out that the City's own zoning code <br />required additional parking, and the addition of 35 <br />spaces will not bring the parking into conformity with <br />the code. Morelan felt it was a bad signal to <br />businesses to require that they comply to code while <br />the City does not. <br />Scalze pointed out that Pioneer Park was not planned <br />overnight, and pointed out that in 1987 when the City <br />began planning the Park, our same City Planner was here <br />and did not raise any issue with the parking that was <br />proposed. Scalze pointed out that there are residents <br />of the City who did not believe Pioneer Park was needed <br />and pointed out that the City is not utilizing all the <br />fields it currently has. Scalze questioned whether the <br />City was sold a bill of goods on the need and projected <br />use of Pioneer park. Scalze indicated that if the City <br />had proposed 250 parking spaces in the Park at the time <br />it was being designed, the Park proposal would not have <br />flown. <br />The Director poi»ted out that the City always <br />anticipated a shared parking arrangement with the <br />property to the north. <br />Scalze felt the City should get on with the 1993 season <br />and see where the uses shake out. <br />Morelan did not believe the City intentionally violated <br />Page 23 <br />
