MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />Scalze agreed, provided that some scheduling <br />realignments were made in conjunction with the <br />temporary parking. <br />The Administrator reported that the issue appears to be <br />the balance of usage of the facility and what that <br />balance should be. The Administrator believed that <br />staff needed to provide some study and direction on <br />this issue. <br />Morelan felt that the 50/50 balance between youth and <br />adult was a good balance. <br />Hanson asked about additional parking on the south end <br />of the park. <br />The Director pointed out the need for a long driveway <br />access to that area and was uncertain about the soil <br />conditions of that area. <br />Myers Frattalone reported that the soils on the south <br />end of the park are sandy. <br />The Director indicated that he would like to review <br />with the Park and Recreation Commission the best <br />location for temporary parking. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-3-67 - APPROVING THE USE OF TEMPORARY <br />PARKING OF UP TO 35 SPACES ON THE GRASS AT PIONEER PARK <br />FOR THE 1993 SEASON, LOCATION OF THAT PARKING TO BE AT <br />THE DISCRETION OF CITY STAFF <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (2) Morelan, Pedersen. <br />Nays (3) LaValle, Scalze, Hanson. <br />Resolution denied. <br />Scalze indicated that she did not support the <br />resolution because it did not address rescheduling of <br />the Pioneer Park facility for the 1993 season. <br />Council discussed the amount of demand for temporary <br />parking based on how the facility is scheduled, and the <br />Director indicated that his plan was not to increase <br />scheduling of the facility, but to maintain the 1992 <br />scheduling. <br />LaValle asked how adult teams were scheduled before <br />Pioneer Park existed. <br />Page 27 <br />
