MINUTES <br />CITY COUNCIL <br />MARCH 24~ 1993 <br />1993 The City Administrator reported that the City took <br />IMPROVEMENT bids for 1993 improvement projects. Five bids were <br />BIDS received, the low from F. M. Frattalone in the amount <br />of $867,017.20 and the high from Barbarossa & Sons in <br />the amount of $1,033,067.40. The Engineer's estimate <br />for the improvements was $967,300. The Administrator <br />reported that the bid request included a couple of <br />alternates. The first is for use of recycled asphalt <br />and concrete materials in lieu of crushed limestone. <br />Frattalone bid a contract deduct of $12,780.00 for that <br />alternate. The other alternate included a completion <br />date extension from June 30th to July 31st. Only one <br />contractor offered a deduct of $1,000 with none of the <br />others, including Frattalone, offering any deduction. <br />The Administrator pointed out that the Frattalone bid <br />is a very favorable one which will result in a <br />decreased cost to the City as well as property owners <br />from what was estimated. Based on this information it <br />is staff's recommendation that the low bid of F. M. <br />Frattalone be awarded including Alternate #l, and <br />excluding Alternate #2• <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-3-80 - AWARDING THE BID OF F. M. <br />FRATTALONE IN THE AMOUNT OF $867,017.20 FOR 1993 <br />IMPROVEMENT PROJECTS INCLUDING ALTERNATE #1 FOR A <br />CONTRACT DECREASE OF $12,780.00 FOR USE OF RECYCLED <br />AGGREGATE BASE RESULTING IN A LOW BID OF $854,237.20 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The Administrator pointed out that the bid is based on <br />unit quantities, therefore, a reduction in quantities <br />used associated with reduced street widths discussed at <br />tonight's workshop will result in a lower contract <br />cost. <br />GERVAIS Hanson pointed out that the Watershed has begun work on <br />MILL PARK the pond improvements in Gervais Mill Park. Scalze <br />noted that in addition to the enlarging of the ponds <br />for water quality purposes, the area will be developed <br />with foot bridges, trails and fishing piers. Scalze <br />noted that there are plans for a nature center in the <br />park some time in the future. Scalze pointed out that <br />the Watershed's improvements come with no increase in <br />taxes to Little Canada citizens. <br />PUBLIC The Mayor pointed out that with the warmer weather <br />SAFETY comes an increase in walkers and joggers.
