MINUTES OF THE WORKSHOP MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA MARCH 24, 1993 Pursuant to due call and notice thereof a workshop meeting of the Council of the City of Little Canada, Minnesota was held on the 24th day of March, 1993 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Raymond Hanson chaired and called the meeting to order at 6:05 P.M., and the following members of the Council were present at roll call: MEMBERS PRESENT: Mayor Mr. Raymond Hanson Council Member Mr. Jim LaValle Council Member Mr. Steve Morelan (arr. 6:20 P.M.) Council Member Mr. Bob Pedersen Council Member Mrs. Bev Scalze ALSO PRESENT: City Admin. Mr. Joel Hanson City Engineer Mr. Mike Lynch Recording Sec. Mrs. Kathy Glanzer ASSESSMENT The Mayor noted that the purpose of tonight's POLICY workshop is to discuss future City assessment policy as well as street reconstruction issues. The City Administrator reported that the Council will need to adopt an assessment policy by April 21st so that a bond sale can be called at the April 28th meeting in order to have money available in June for the 1993 improvement projects. The City Engineer referred to the City Administrator's memo dated March 19th regarding the cost of road reconstruction based on a variety of road widths. The Engineer pointed out that the Administrator used a difference of $7.50 for 2-foot width variations, and a figure of $6.00 would be more accurate. The Engineer felt that based on the amount of local traffic on a particular street, those streets with limited traffic could have a reduced width of 28 to 30 feet down from the 32 foot width City standard. The Engineer felt that the information that the City Administrator provided from the American Society of Civil Engineers Page 1
