MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />setting session to revisit the goals that were <br />established at the last session and as well as review <br />and update the City's goals. The Administrator pointed <br />out the discussion regarding updating the Comp Plan and <br />conducting a community survey. The Administrator also <br />sugqested the need for the City to establish some <br />financial planning goals. <br />It was pointed out that the last goal setting session <br />was a day-long session attended by the Council, Staff, <br />Planning Commission and Park and Recreation Commission <br />Chairmen, as well as a representative from the Fire <br />Department. <br />Scalze asked the Administrator to find out the cost of <br />having the entire Planning Commission attend. <br />The City Administrator reported that he would put <br />together some cost estimates, as well as a list of <br />names of potential facilitators. <br />ASSESSMENT Mr. Morelan introduced the following resolution and <br />WORKSHOP moved its adoption: <br />RESOLUTION N0. 93-4-113 - CALLING A COUNCIL WORKSHOP <br />MEETING FOR MONDAY, MAY 24TH, AT 9 A.M. TO DISCUSS THE <br />ASSESSMENT/STREET RECONSTRUCTION POLICY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Pedersen, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />RYAN IND. The City Attorney pointed out that the Council recently <br />PARK scheduled the Ryan Industrial Park improvement and <br />ASSESSMENT assessment hearings for May 26th. Due to the fact that <br />HEARING final costs for the project will not be known until <br />later in the summer, it was the recommendation of the <br />Attorney and Administrator that the assessment hearing <br />not be held until final costs are know. If the <br />assessment hearing were held on May 26th, and estimated <br />costs presented at that hearing changed, the City would <br />have to hold a supplemental assessment hearing. <br />Therefore, it is better to delay the assessment hearing <br />and hold only one hearing. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-4-114 - RESCINDING RESOLUTION NO. <br />93-4-89 CALLING FOR AN ASSESSMENT HEARING FOR THE RYAN <br />INDUSTRIAL PARK ROAD IMPROVEMENT ON MAY 26, 1993 <br />Page 29 <br />
