WORKSHOP MINUTES <br />CITY COUNCIL <br />March 26, 2025 <br />There is a request from the League of Minnesota Cities to send letter to Legislators opposing these <br />bills. There was Council consent to do a resolution opposing three of the bills, with further <br />investigation into People Over Parking Act (SF 1268/HF 1309). <br />Equal access to Broadband Act — Request from Michael Bradley, attorney for NineNorth, to <br />support the Equal Access to Broadband Act. <br />The Acting City Administrator stated that both the League of Minnesota Cities and Metro Cities <br />support this act. She explained that it would require broadband providers to meet building out <br />requirements in underserved areas. <br />There was Council consensus to send a letter of support. <br />Little Canada capital request update <br />The Acting City Administrator reported that today House File 2854 was introduced for the Little <br />Canada Road improvements funding. <br />Kids in Need Foundation — Request from the Kids in Need Foundation for $3 million in General <br />Obligation Bonds paid to the City of Little Canada for the purchase of property. <br />Mayor Fischer provided information on the Kids in Need Foundation and their request of the city. <br />He stated that the request for GO Bonds was submitted by Kids in Need to the Legislature with no <br />prior knowledge from the city in relation to the city's obligation for the GO bonds. The Acting City <br />Administrator reviewed the details and the concerns of the city. She stated that city staff has been <br />in contact with Kids in Need to find other options to be partners, including the possibility of <br />supporting other independent funding bills requested by Kids in Need. <br />There was Council consensus to support, their two independent funding requests.
