<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 9, 2025 <br /> RE: City Hall Roof Replacement <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the low bid by Berwald Roofing to re-roof City Hall and the History Center in <br />the amount of $165,900. <br /> <br />BACKGROUND: <br />City Hall and the History Center have a combination of flat roofs and sloped roofs. It has been <br />several years since the sloped roofs received new shingles and the flat roofs haven’t been fully <br />replaced since they were installed. With the solar project coming this year it was decided to have <br />the roof replaced so it doesn’t have to be done for another 20 years with the solar panels on top. <br /> <br />Staff has been working with The Garland Company to put plans and specifications together for the <br />project and let it for bidding. They will also oversee the project construction and perform all <br />inspections and prepare a punch list. The plans included replacing the roof in its current form <br />with some shingled, sloped roof and some flat roof. One of the key repairs that will be made as <br />part of the project is re-sloping the flat roof above the main entrance to City Hall. It currently <br />holds a lot of water and sometimes drips right over the door if it isn’t properly draining to the <br />scupper north of the door and splashing on the concrete. The re-design will have more slope and <br />will carry the water south of the door and drain into the landscaping next to the sidewalk. Any <br />water damaged roof decking or insulation will be replaced at the prices quoted in the bid. <br /> <br />An extra was added that would replace the tongue-in-groove vertical cedar walls that are located <br />at certain parts of the building. We had the cedar painted in 2020 for $9000 and the low bid for <br />installing metal was $53,500 so it has been decided to not include the metal walls. Staff may add <br />them to the CIP down the road for a more permanent maintenance-free solution. <br /> <br />The other extra that was added was to install a standing seam metal roof over the west end of the <br />building where the solar panels will be installed. The metal roof would likely outlast the solar <br />panel setup whereas the shingles will need to be replaced at least once and that will involve <br />temporarily removing the entire solar installation in order to replace the shingles. The low bid for <br />the metal roof addition was $114,700, which would be added to the $165,900. The project is over <br />budget without the metal roof, so it is staff’s recommendation to not include the metal roof option. <br /> <br />Four bids were received and opened on April 3 at 2:00. Berwald Roofing, McPhillips Brothers, <br />Palmer West Construction, and Peterson Brothers all submitted competitive bids that have been <br />summarized on the attached sheet. Berwald Roofing was the low bid at $165,900. Garland <br />Company has worked with Berwald on numerous projects and believes they are a very responsible <br />contractor that does quality work.
