MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />improvements in LCBH concession area. There are new <br />County requirements for kitchens that will have to be <br />made if the bingo hall is moved to the Market Place. <br />Vitale anticipated the cost of these requirements at <br />between $65,000 and $75,000. <br />Hanson did not believe it was the position of the <br />Council at this point to tell the organizations how <br />much square footage they should lease. Hanson felt the <br />organizations know the market and how much square <br />footage was needed at the bingo hall. <br />The City Attorney reported that it is clear and agreed <br />to by everyone that the City does have the authority to <br />control rents. The City has the authority to put in <br />place more strinqent regulations than have been imposed <br />by the State. <br />Pedersen stated that he thought the purpose of the <br />workshop was to determine maximum rent levels. <br />Scalze pointed out that the minutes from the May 12th <br />workshop are very clear that the organizations were to <br />negotiate with the property owners and come back with <br />rental packages from each for the Council to review. <br />Pedersen thought it was the City's intent, since it has <br />created a monopoly by limiting the City to one bingo <br />hall, that rental restrictions should be imposed. <br />Scalze agreed that that was discussed, but it was <br />decided that the Council was going to look at rental <br />packages from the two property owners as the first <br />step. <br />O'Kane pointed out that there has been only one week <br />since the May 12th workshop meeting, and there are a <br />lot of people involved that need to be contacted and <br />the matter discussed with. <br />Matson reported that since the May 12th meeting there <br />was a meeting at the Market Place with TCF, NSYA, and <br />two other organizations, and it was felt that unless <br />there is a base of three charities who are willing to <br />sign a lease in order to run a 7-night per week <br />operation, the operation will not work. Matson asked <br />if the Council has a list of approvable organizations <br />so that TCF and Mover's Warehouse can negotiate with <br />those organizations. Matson reported that NSYA is <br />willing to put forth a good-faith effort and is trying <br />to be up-front about the situation. <br />Scalze pointed out that the City knows that NSYA is <br />interested in continuing its bingo operation as is St. <br />Page 9 <br />
