MINUTES <br />CITY COUNCIL <br />JULY 14, 1993 <br />LITTLE <br />CANADA ROAD <br />STORM SEWER <br />IMPROVEMENT <br />Mayor Hanson opened the Public Hearing to consider the <br />improvement of Little Canada Road between McMenemy and <br />Edgerton Street by storm sewer. <br />The City Administrator reported that Ramsey County will <br />be doing a grind and overlay project on Little Canada <br />Road between McMenemy and Edgerton Street. Since the <br />road will be open, the City felt this was the time to <br />make necessary storm sewer improvements. It was <br />pointed out that putting in the storm sewer in <br />conjunction with the road project will save the cost of <br />street restoration. <br />Carl Swanson, 551 Little Canada Road, asked the <br />location of the proposed storm sewer. <br />The City Engineer explained that a 12-inch storm sewer <br />would be extended to the north side of Little Canada <br />Road. Two catch basins would also be installed to pick <br />up run-off from the proposed Green Value Drive. <br />The City Administrator reported that he and Mr. Swanson <br />have had discussions about Mr. Swanson's participation <br />in the cost of the project. The Administrator reviewed <br />the 1990 resolution approving the Green Value Addition <br />noting that approval was subject to the developer <br />picking up the cost of storm sewer necessary to serve <br />the plat. The Council indicated in that resolution the <br />City would pick up the cost of oversizing the pipe. <br />The Administrator reported that at the time the City <br />thought it would be necessary to run the storm sewer <br />improvement to Edgerton Street. However, since the <br />County is opening up the road, the alternative before <br />the Council is a better one and can be done at less <br />cost. The Administrator also reported that that County <br />has agreed to pick up one-third of the storm sewer <br />project costs. The current estimated cost of the <br />project is slightly over $25,000. <br />The Administrator reported that the question is the <br />assessment for the Swanson property. The County has <br />agreed to pay one-third of the cost, the City has <br />agreed to pay for oversizing costs, and typically the <br />City does not assess storm sewer to developed property. <br />The Administrator indicated that Mr. Swanson has said <br />that he may not develop his property if the storm sewer <br />cost is too high.
