MINUTES <br />City Council <br />July 28, 1993 <br />Hanson asked if the collection rate on current and <br />delinquent property taxes and special assessments varied <br />quite a bit between jurisdictions. Voto stated that they <br />have seen the collection rate of different cities bounce due <br />to unusual situations. Voto indicated that if the <br />collection rate fell below 95%, this would be a major <br />concern. <br />Morelan asked if the City can do anything to affect the <br />collection rate. Voto stated that officially there is <br />nothing the City can do, but the City could refuse to issue <br />future permits or other items for a person or development <br />who was delinquent. <br />Hanson asked what the statute was regarding delinquency on <br />taxes such as tax forfeiture. Voto indicated that <br />commercial property is three years and homestead is five <br />years. <br />Voto referred to page 2 stating that this page contained <br />State-wide total figures on State funding. In 1993 budget <br />figures, there was an overall $706,000 decrease in the <br />combination of Local Government Aid, HACA, and other State <br />aids. <br />Voto indicated that page 3 addresses Little Canada's State <br />aids. In 1993, Little Canada is looking at a$32,233 <br />increase in State aids--Loca1 Government Aid is decreasing, <br />but HACA is increasing. <br />Voto stated that the General and Special Revenues Funds <br />shown on Page 5 are the City's primary operating funds. He <br />indicated that in 1983 State aids were 38% of the City's <br />total revenue; in 1993, State aids are 23% of the City's <br />total revenue. Voto stated that property tax has increased <br />from 40% of the City's total revenue in 1983 to 59% in 1993. <br />Voto indicated that page 6 lists dollar amounts of the <br />principle State aids such as Local Government Aid and <br />Homestead Credits. <br />Voto stated that page 7 shows that for the most part, the <br />City has been able to hold the line on total property tax <br />levies with the exception of 1990. The increase for the <br />1990 payable tax levy was to offset State shifts of Local <br />Government Aids to other jurisdictions and the City also <br />financed its first tax levy of $91,000 on the new fire <br />station. <br />-2- <br />
