MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1993 <br />Steve Morelan felt that most property owners want to <br />abide by the fire code, and the issue was educating the <br />property owner about what is required. Morelan asked <br />if the inspection would involve other areas in addition <br />to the fire code. <br />The Building Official replied that only the fire code <br />would be addressed. <br />Fahey pointed out that it is the City's obligation to <br />do fire inspecting, and pointed out that even though <br />Dave Frison is a member of the Fire Department, when <br />doing fire inspections he will be an employee of the <br />City and not representing the Fire Department. <br />The City Administrator pointed out that this is an area <br />of the budget that the Council should look at to <br />determine if adequate dollars are budgeted for the fire <br />inspection program. <br />Jim Morelan pointed out that the City is looking at <br />three years before all the businesses would be <br />inspected, and these inspections are overdue now. <br />FURNISHINGS The Fire Chief reminded the Council that the tables, <br />AT OLD FIRE chairs, appliances, and kitchen utensils at the old <br />STATION fire station were the property of the Fire Department. <br />The Chief suggested that when the old fire station <br />committee meets again to discuss the use of the <br />building, that fact be discussed as well. <br />CITY The Chief submitted to the Council a survey of <br />II~SPLOYEES surrounding cities which shows the number of city <br />IN FIRE employees involved in fire service as well as <br />SERVICE city employees who hold key positions on the various <br />fire departments. The Chief raised the issue of the <br />policy adopted by the City Council which prohibits City <br />management personnel from serving as Chief of the fire <br />department. The Chief believed that this sends a bad <br />message to City employees, and pointed out that other <br />cities are inviting employees to serve in the fire <br />service. <br />The Chief was concerned that fire service is not <br />attracting the volunteers it once did, and felt that <br />cities and fire departments needed to be innovative to <br />ensure enough volunteers to the fire service. The <br />Chief also felt that leadership qualities of <br />individuals would parallel in both the individual's <br />employment and the fire service. <br />Page 5 <br />
