MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />contact with the property owners involved by this <br />project. Input should be sought from these property <br />owners and they should be involved in the process. The <br />Administrator felt that the project should be handled <br />in a truly teamwork fashion, rather than being thrust <br />at people. This should be addressed in the development <br />agreement, when the project reaches that point. <br />Morelan thanked Messrs. Vitale and Collyard for coming. <br />Morelan stated that it appears there have been some <br />major changes in the plan from when it was first <br />presented a month ago. Morelan indicated that he did <br />not share the enthusiasm of the developers over the <br />casino portion of the project and what it would do for <br />the City, but he is open-minded. The casino was not in <br />the preliminary plans presented a month or two ago. <br />Vitale indicated that the plan has not changed, and the <br />casino would be developed on a separate parcel. The <br />chances of the casino happening are 5% to 10%, and the <br />major part of the plan is what was presented <br />originally. <br />Morelan reported that there are rumors abounding about <br />the project, and suggested that the property owners be <br />informed of what is happening. <br />Collyard reported that they have been in some <br />negotiations, and have had discussions with The Market <br />Place Shopping Center. Some things needed to be <br />resolved on the project before it was felt the property <br />owners should be brought into the process. Collyard <br />anticipated that discussions would begin with the <br />involved property owners within the next week. <br />CLASS D Ray Massman, North Ramsey 500th Lions Club, appeared <br />GAMBLING before the Council requesting renewal of the Class D <br />LICENSE gambling license for the Lions Club. Massman submitted <br />LIONS CLUB the licensing forms to the Council, and reported that <br />the Class D license is necessary so that they can <br />conduct gold plate dinners at fund-raisers for their <br />Club at various locations. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-9-299 - APPROVING RENEWAL OF CLASS D <br />GAMBLING LICENSE FOR THE NORTH RAMSEY 500TH LIONS CLUB <br />FOR THE LICENSE PERIOD MARCH 1, 1994 THROUGH FEBRUARY <br />28, 1996 <br />Page 17 <br />
