MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />There is also a question that Relief Association <br />By-Laws may have to be changed to reflect the new Law <br />or else State Aid payments will be withheld. <br />The City Administrator reported that there is a <br />tremendous amount of confusion on the issue, and the <br />City and Fire Department need more time to study it. <br />The Administrator pointed out that the State law now <br />requires a lot more income in order to support a <br />benefit level. It now requires $1,080 to support a <br />$2,000 benefit level where $960 was required before the <br />law change. <br />The Fire Chief reported that in working on the <br />parameters, a good proposal was being worked out <br />between the City and Fire Department. However, the <br />problem now lies with the three-year average of the <br />City's contribution to the Relief Fund. The Chief <br />reported that it was the intent of the Council to keep <br />the benefit level competitive. However, the year that <br />the City's contribution was $12,000 brought the <br />three-year average down. The Chief felt that this <br />issue needed a separate workshop with the Council to <br />resolve. As new information is being discovered, it is <br />beinq shared between the City and Fire Department. <br />However, it has been difficult to get answers on the <br />effect of this new law change. When more information <br />is available, the Chief requested a separate workshop <br />with the Council. <br />Scalze felt that this matter should be discussed at a <br />budget workshop meeting, pointing out that the Council <br />does not sit down separately with employees, for <br />example, to discuss salaries. Scalze felt that budget <br />matter discussions should be televised as part of the <br />budget workshop. <br />The Chief pointed out that the Fire Department <br />contracts with the City. The Chief also pointed out <br />that budget workshops get lengthy and participants get <br />tired, and it is not possible to address all subjects <br />adequately. The Chief pointed out the commitment of <br />the Council to hold quarterly workshops with the Fire <br />Department pointing out that only 2 have been held this <br />year. <br />Morelan stated that he could see this issue would take <br />some time to hammer out, and indicated that he had no <br />problem with attending a separate workshop on the <br />matter. <br />Scalze felt that the City Administrator should analyze <br />the issue and submit a recommendation to the City <br />Page 10 <br />
