MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />The City Administrator reported that this is being <br />checked into so that the author can be contacted to <br />determine the intent of the legislation. <br />The Chief reported that his request for a separate <br />workshop was intended to be positive since he felt a <br />workshop would be very productive for both the <br />Department and Council so both parties have a better <br />understanding of where the other is at. <br />The City Administrator pointed out the correspondence <br />on page 47 of the hand-out relative to a question in <br />the 1992 Fire Department budget. <br />Scalze replied that the memo answered her question, and <br />she appreciated it. <br />The City Administrator pointed out that Truth in <br />Taxation statements were recently mailed by the County <br />to property owners in the City. These statements will <br />generate a lot of questions by the taxpayers. The <br />Administrator reported that he has put together some <br />recommendations for adjustments in the 1994 Budget, and <br />these are outlined in his memo dated November 13, <br />1993. The first recommendation is for adoption of <br />salary adjustments as proposed, thus reducing General <br />Fund expenditures by $1,818. Next it was recommended <br />that the Fire Marshal contracted service be reduced by <br />$2,748. The Administrator recommended reducing the <br />Economic Development budget by $5,000 feelinq that a <br />budget of $5,000 was adequate to address the majority <br />of needs. Should additional monies be needed beyond <br />that amount, there are other sources of funding which <br />could be considered. The Administrator next <br />recommended that the Canadian Days budget be reduced by <br />$1,500 eliminating expense associated with the <br />coordinator. The Administrator pointed out that Julie <br />Manville is a member of that committee, and it is felt <br />that she can address coordination needs from the City <br />staff level. It was recommended that $3,500 for <br />Canadian Days fire works be transferred to the 10% <br />gambling account, where it would be prioritized with <br />other capital improvement items. The Administrator <br />pointed out the potential of Canadian Days to get into <br />charitable gambling. If that is the case, Canadian <br />Days will be able to fund the fire works from their own <br />revenues. <br />The Administrator reported that City staff is currently <br />finalizing a recommended Capital Improvement list which <br />will be submitted to the Council shortly for review. <br />The Administrator recommended that the $84,000 <br />reduction in the levy associated with the refunding of <br />Page 12 <br />
