MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />The Superintendent pointed out that with the <br />availability of a cellular phone, the employee on <br />call-out duty may be in his vehicle and could <br />immediately answer his paqer call without having to <br />stop and find a phone. <br />The City Administrator estimated the cost of an <br />additional phone at $300 to $400 plus air time used. <br />Morelan felt the cost of an additional phone was <br />minimal and would result in increased service. <br />Scalze agreed that Public Works personnel should be <br />compensated something for on-call duty, but feared that <br />the City would be faced with requested increases each <br />year. <br />The Administrator reported that the Council has the <br />ultimate control over the compensation amount. The <br />Administrator felt that the compensation made sense at <br />$25 per week, but felt that if the City were faced with <br />a request of $50 to $75 per week, perhaps the old <br />system would make more sense given the frequency of <br />call-outs. The Administrator reported that it will be <br />beneficial to have someone available on a 24-hour per <br />day basis and have a one-half hour response time for <br />emergencies. <br />Hanson indicated that he supports the additional <br />cellular phone as well as the $25 per week with some <br />tracking to know where the situation stands in a year's <br />time. Hanson pointed out that $25 per week is a little <br />over $3 per day for 24-hour on-call duty. <br />LaValle stated that he did not have a problem with <br />purchasing an additional phone, but asked if the <br />existing phones could be rotated. <br />The City Administrator pointed out the convenience <br />factor in running phones back and forth. <br />It was the consensus of the Council to purchase an <br />additional cellular phone to be used for on-call duty <br />by the Public Works staff. Hanson, Pedersen, and <br />Morelan indicated their support for the proposal of <br />compensation in the amount of $25 per week for the <br />Public Works individual on on-call duty. <br />The Administrator reported that he has prepared the <br />salary scales for the various City positions with the <br />exception of his own. The Administrator pointed out <br />that salaries for the various employees would move up <br />to the next step on the scale for 1994 with the <br />Page 5 <br />
