MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />Scalze suggested that outstanding performance be <br />rewarded with increases of more than one step at a time <br />on salary scales. <br />Morelan suggested that an employee doing an adequate <br />job receive a cost of living increase, and an employee <br />doing an outstanding job receive more than that. <br />Morelan stated that he would like to see compensation <br />tied closer to performance than it is now. <br />LaValle felt that performance-based salary scales may <br />work better for private enterprise than for a small <br />city. <br />Morelan did not believe this would be more difficult <br />for a small company versus large one pointing out that <br />a large company is made up of small departments. <br />Pedersen pointed out that City employees cannot produce <br />income for the City, but perhaps could generate ideas <br />triat would save the City money and could be rewarded <br />for those ideas. <br />Morelan pointed out that employees are receiving <br />performance evaluations and if they are doing a good <br />job, should receive a larger increase than an employee <br />who is not. <br />The Administrator reported that performance based <br />salary adjustments have been used, and that a recent <br />hire was moved up beyond one step on the salary scale <br />as a result of exemplary performance. The <br />Administrator pointed out that up until three years ago <br />there were no salary scales for the individual City <br />positions. The current scales seem to work and have <br />maintained some consistency in this area. The <br />Administrator felt that performance based increases <br />were worth looking at, and indicated that he would <br />study this sugqestion for next year's budget. <br />Pedersen pointed out the proposed increase for two <br />employees which is subject to goal attainment, and <br />indicated that this is a performance-based increase. <br />Morelan indicated that he would like to look at the <br />City Administrator's salary separate from the rest. <br />Morelan reported that the City Administrator has <br />provided him with information in this area which he <br />would like to study prior to action on this salary. <br />The City Administrator reported that he is not <br />recommending an adjustment in the City's cap on the <br />amount of money that will be paid toward employee's <br />Page 7 <br />
