Steve Morelan stated that he can understand the need Vadnais Heights has for an active park. <br />From Little Canada's point of view, a park is not needed to support the development, but it <br />would be beneficial to Little Canada. There are a lot of unknowns about the lake, but he <br />believes the lake cannot support a public access. He recommended ening on the side of <br />caution with consideration for restrictive access monitored by a homeowners association. <br />Mr. Urban recommended that a joint poweis agreement be established between the two <br />communities with lake restrictions identified and a review every two yeais to consider the <br />effects of lake use has on the quality of the lake. Neither City wants the lake destroyed, and <br />the privacy of those living on the lake today must be respected. He would like to see all <br />residents enjoy the lake. The restrictions must be built into the joint powers agreement and <br />carefully monitored. As the project is being reviewed by the Vadnais Heights Planning <br />Commission, perhaps Vadnais Heights could propose a joint powers agreement through its <br />commissions and City Council that would address the issues heard at this meeting, i.e., use of <br />the lake, amount of and type of park, etc. <br />Banovetz stated if there are regular reviews under a joint powers agreement, then a <br />benchmark or comparison point must be established from the beginning. <br />Mayor Hanson stated that as this meeting is a Council workshop, no official action will be <br />taken. The Litfle Canada City Council will take the matter under advisement. <br />Scalze recommended a committee be formed to give direction to Pratt Homes. <br />Mr. Urban suggested two Council members from each community, one person living on the <br />lake in Little Canada, and one resident from Vadnais Heights comprise the committee. He <br />asked the Little Canada City Council to consider such a committee and reply to Vadnais <br />Heights. <br />The Mayor thanked Council Members of Vadnais Heights and Little Canada Council, staff <br />and residents for their attendance and discussion.
