Mn Herbst stated that it is his company's goal to build a premier neighborhood of high <br />quality homes and protect the beauty of the property. Two propei~ties are involved: the Costa <br />property, and what is referred to as the Mitchell property owned by Mr. Edward Pardee. The <br />entire parcel consists of approximately 39.8 acres in Vadnais Heights and 15.7 acres in Little <br />Canada. His company is presently going through the development application process in <br />Vadnais Heights. The property is bordered by Burlington Northern railroad tracks, Vadnais <br />Boulevard, Twin Lake and Lake Vadnais. The tract of land extends to the St. Paul Water <br />Utility on the east. In Vadnais Heights 65 single family lots are being proposed with a <br />circular drive access from Vadnais Boulevard. A trail system would connect to the St. Paul <br />Water Utility, extend along the south end of the n•act and connect to the lakes on the <br />northwest side of the development. <br />Mr. Herbst continued, stating that no formal development application has yet been made to <br />Little Canada. Infoimal discussions regarding a cluster home concept is opposed by residents. <br />The developers feel strongly that because the property is so heavily wooded, either cluster <br />homes or townhomes would accomplish the most effective planning and leave many of the <br />trees along the shore of Twin Lake. The proposed park site overlaps both cities, which is the <br />reason for this joint meeting. He outlined four options for park land dedication: <br />Option A: Both Cities elect cash in lieu of land and agree that there is no need for <br />a public park facility. Pemtom & Pratt could request approval for <br />private open space owned and mainrained by Associauon. Docks could <br />be requested for all riparian owners and common docks for all non- <br />riparian owners. <br />Option B: Little Canada would elect land dedication at l0~lo which would be 1.6 <br />acres for a park, and Vadnais Heights could elect cash. <br />Option C: Little Canada would elect cash, and Vadnais Heights would elect land <br />dedication at 9%, which would fulfill the requirement of the City's land <br />dedication requirement. Many options would be available, such as <br />tennis courts, tot lot, trail and dock access to the lake, a 12-stall parking <br />lot. <br />Option D: Both cities would elect land dedication which would be a 5- to 6-acre <br />park that could accommodate tennis, volleyball, ttail and dock to the <br />lake, tot 1ot, picnic area. <br />If both ciCies elect a cash dedication, then under normal utilizarion of land an exeeption would <br />be requested for each single family lot on the lake to put in docks. A public access dock <br />would also be requested to allow fishing and boating. Public access would be accomplished <br />through a homeowners association covenant with the homeowners association owning the <br />pz~operty privately. <br />2 <br />
