MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />shown are based on set criteria. <br />Morelan asked if water meters are sold at cost. <br />The Administrator replied that there were some <br />additives to offset the cost of handling. However, the <br />cost of replacement is not an expense that is passed <br />on. It was pointed out that other utilities do not <br />charge for meter replacement. The Administrator <br />pointed out the rational that meters are a protection <br />on the City's system to make sure that the system is <br />working adequately. However, if negligence is the <br />cause of ineter replacement, the cost is passed on. <br />The Public Works Superintendent estimated that <br />typically meter life is 15 years, however, some last <br />much longer. It was also pointed out that the City has <br />a quarterly check of the amount of water billed from <br />St. Paul against the amount of water billed by the City <br />to its customers. The Superintendent reported that the <br />City is running at about a 4% water loss and that the <br />average is 8% to 10% nationwide. <br />The Administrator reviewed the proposed Sewer Budget <br />reporting that last year the MWCC credited the City <br />$12,000 aqainst its sewage treatment charge, while for <br />1993 they have indicated that the City owes an <br />additional $36,000. The Administrator reported that <br />the City cannot be subjected to these variances, and <br />the MWCC is trying to address the issue through a <br />revised billing methodology. <br />Morelan asked if MWCC measures inflow and infiltration. <br />The Superintendent replied that the figure is estimated <br />based on flow data in relation to rain events. The <br />Administrator reported that the MWCC estimates the <br />figure based on flowage as well as rain events and dry <br />periods. <br />The Superintendent reported that I and I is water that <br />should not be in the sewer system. The City does not <br />have an inspection system to ensure that drain tile is <br />not connected to sewer lines, however, Centerville does <br />and other cities are looking into it. <br />Morelan asked if the City's sewer system was in good <br />shape, thereby, minimizing I and I. <br />The Superintendent reported that the system was in very <br />good shape and that the City has a manhole inspection <br />system and does frequent rodding. The Superintendent <br />reported that just routine maintenance enables the <br />Department to know what is flowing through the system. <br />Page 11 <br />
