MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />Scalze felt that the levy could be reduced rather than <br />transferring the entire amount of the reduction to the <br />Capital Improvement Fund. <br />Morelan felt that the Council had to decide tonight <br />whether or not the reduction in the debt service levy <br />should be transferred to the Capital Improvement Fund <br />for 1994. <br />The Administrator agreed, and felt that the City must <br />determine whether or not that transfer can be justified <br />for 1994. The Administrator felt that the $84,000 <br />transfer from debt service to the Capital Tmprovement <br />Fund could be more than justified. <br />Scalze pointed out the Capital Improvement Fund <br />carry-over which results in $214,000 available for <br />capital improvement items. Scalze felt that if the <br />City did not anticipate spending all this money over <br />the next 2 or 3 years, the additional levy of $85,000 <br />was not needed. Scalze did not believe the City should <br />levy in excess of its needs. Scalze felt the Capital <br />Improvement Plan was dollar driven rather than the <br />expenditures being necessary. <br />Pedersen pointed out that the transfer of the debt <br />service funds was an attempt to build a fund to address <br />the City's future Capital Improvement needs. Pedersen <br />did not feel the City should spend the fund down to <br />zero before additional funds are levied. <br />Morelan did not believe the fund should be addressed on <br />a year-to-year basis. <br />Scalze felt there were adequate funds on hand to <br />address needs for the next 2 to 3 years. Scalze <br />suggested that figures that do not make sense should <br />not be plugged into the plan, and was not sure that a <br />$70,000 parking lot made sense. Scalze indicated that <br />the more dollars in the Fund, the more people will feel <br />that that is the amount of money that must be spent. <br />Morelan indicated that he did not feel that way. <br />Morelan indicated that the Plan is an attempt to <br />address the City's five-year needs, pointing out that <br />there will be additional needs added to the list on an <br />annual basis. Morelan asked how long it has been since <br />the City budqeted for capital improvement items. <br />Scalze estimated 4 to 5 years. Scalze commented that <br />in those years the City budgeted a little leaner, and <br />she did not recall that the City went without. <br />Page 14 <br />
