MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />Scalze pointed out that the community survey and <br />updating of the Comprehensive Plan are on that list. <br />Scalze felt that the City was raising taxes to fund the <br />items on the Capital Improvement Plan. <br />Morelan felt that the goal should not be to reach a <br />zero percent increase, but that the Council should look <br />at each item and if it were not needed it should be <br />eliminated. <br />Scalze pointed out that there are differences of <br />opinion on which items are needed and which are not. <br />Morelan felt that the dollars should not justify the <br />expenditures, but the expenditure should justify the <br />dollars. <br />Scalze felt this was true to some degree, but if the <br />dollars are there it sometimes changes the opinion of <br />whether something is important or not. <br />Morelan indicated that without the reductions <br />recommended by the Administrator, the net levy increase <br />is approximately 3 1/2%. Morelan did not feel that was <br />out of line, and pointed out that inflation is running <br />over 3%. Morelan did not feel there should be a <br />terrific push to reach a zero percent increase. <br />Pedersen pointed out the public relations value of a <br />zero percent increase. Hanson agreed, pointing out <br />that taxpayers feel there are getting little for their <br />tax dollars at the City level. <br />The City Administrator pointed out that the City's #1 <br />tax ranking is a factor in his recommendation. <br />Achieving a zero percent net levy increase will allow <br />the City to slide down the list with regard to City <br />levy. However, total figures may dictate that Little <br />Canada will remain at the #1 ranking. The <br />Administrator also pointed out that there is not a <br />great deal of pain for the City to achieve a zero <br />percent net levy increase. As the City moves further <br />into the future, there are some opportunities as the <br />City's bonded debt reduces dramatically. The City <br />Administrator felt that a zero percent increase will <br />still allow the City to do the job in 1994. <br />LaValle and Scalze indicated their support for a zero <br />percent increase. <br />Morelan again indicated that the money should not <br />justify the expenditure, but rather the expenditure <br />should justify the money. <br />Page 7 <br />
