MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE C1INADA, MINNESOTA <br />MARCH 22, 1994 <br />Pursuant to due call and notice thereof a special <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 22nd day of March, 1994 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Raymond Hanson chaired and called the meeting to <br />order at 7:00 P.M. and the following members of the <br />Council were present at roll call: <br /> MEMBERS PRESENT: Mayor Mr. Raymond Hanson <br /> Council Member Mr. Jim LaValle <br /> Council Member Mr. Steve Morelan <br /> Council Member Mr. Bob Pedersen <br /> Council Member Mrs. Beverly Scalze <br /> ALSO PRESENT: City Admin. Mr. Joel Hanson <br /> City Engineer Mr. Mike Lynch <br /> Admin. Asst. Mrs. Kathy Glanzer <br />PUBLIC The Mayor opened the Public Hearing to consider the <br />HEARING improvement Westwind Drive lying between Arcade <br />IMP. NO. Street on the west and LaBore Road on the east and <br />93-16 Windrow Drive lying between Arcade Street on the west <br />WESTWIND/ and LaBore Road on the east by either mill and overlay <br />WINDROW of streets and storm sewer facilities at an estimated <br />DRIVES cost of $102,245.22 or full-depth reclamation and storm <br /> sewer facilities at an estimated cost of $145,058.76. <br /> The Mayor reported that the improvement hearing was <br /> initiated by Council action, therefore, it will take <br /> four affirmative votes of the Council to approve. The <br /> hearing was called based on information from the City <br /> Engineer and Public Works Superintendent that Westwind <br /> and Windrow Drives are in need of attention. <br />The Engineer reported that both roadways are showing <br />some stress. He has looked at two alternatives for <br />strengthening the existing roadways. These <br />alternatives are a mill, patch and overlay. Road edges <br />would be milled, the streets patched, and 1 1/2 inches <br />of new bituminous would be installed. The road would <br />be shaped so that it drains properly, the road surface <br />sealed, and the overlay would provide additional <br />strength.
