MINUTES <br />CITY COUNCIL <br />J'ULY 13, 1994 <br />Scalze commented that the City felt the building to the <br />north of this site was a transitional use. With regard <br />to the excavator in the area, there may come a time <br />when that property becomes so valuable that the site <br />would be redeveloped. Scalze pointed out that when the <br />City rezoned the property to I-P District it was with <br />an eye to the future. The Council felt that the lonq- <br />term interests of the City were best served by rezoning <br />the property to I-P District. Scalze felt that the <br />Variance applications before the Council this evening <br />took away from what was intended in 1988. Scalze <br />pointed out the high number of inetal buildings the City <br />has and felt that from a property tax standpoint, the <br />residents of the City pick up the tab for a portion of <br />City services associated with those buildings. Scalze <br />stated that she shared the Planner~s concerns outlined <br />in his report, and felt that if a variance were granted <br />in this instance, it would be difficult to deny anyone <br />else the same variance. <br />Stockness again pointed out that he is a masonry <br />contractor and would just as soon put up a masonry <br />building. However, it would be foolish to construct <br />such a building with the poor soil conditions that <br />exist. Stockness stated that they are adding exposure <br />by putting the 4 foot masonry around the building. <br />Hanson felt the idea behind the rezonings in 1988 was <br />good, but asked if soil conditions were considered as <br />part of the rezoning action. <br />The City Planner replied that to his knowledge the City <br />did not have extensive soil reports for the area. <br />Scalze reported that the Council was told that there <br />were better soils further to the west. <br />Stockness reported that he heard the same thing, <br />therefore, was surprised when he received the results <br />of the soil borings for the property. <br />Morelan stated that it could be that the building <br />proposed is the best for the type of soils at the site. <br />However, if the site were not divided and a developer <br />were working with a larger piece of land, the 50% <br />requirement could be met. <br />Stockness reported that he had a couple of soil tests <br />4 <br />
