MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 27, 1994 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 27th day of July, 1994 in the <br />Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Raymond Hanson chaired and called the meeting to <br />order at 6:40 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: <br />Mayor Mr. <br />Council Member Mr. <br />Council Member Mr. <br />Council Member Mrs <br />Raymond Hanson <br />Steve Morelan <br />Bob Pedersen <br />Beverly Scalze <br />MEMBERS ABSENT: <br />ALSO PRESENT: <br />Council Member Mr. <br />Jim LaValle <br />CTV Ms. Coralie Wilson <br />City Admin. Mr. Joel Hanson <br />CABLE TV Ms. Wilson, Executive Director of the North Suburban <br />REGULATORY Cable Commission, discussed Federal legislation as it <br />ISSUES relates to CATV. She pointed out that current <br />regulations do not address the rapid pace of emerging <br />technology. Regulations tend to focus on the nature of <br />the provider rather than the service provided. For <br />example, a service provided by a telephone company is <br />considered under telephone regulations even if it <br />relates to a non-telephone use. <br />wilson reported that the private sector is proposing to <br />build the information super highway rather than the <br />public sector, which has typically constructed other <br />infrastructure. Federal legislation has passed the <br />Senate which is detrimental to local government's <br />interests as they relate to use of public rights-of- <br />way. More favorable legislation is surfacing in the <br />House, but its status remains uncertain. It is <br />possible that no law may be passed which would be <br />favorable in that local government would then have a <br />chance to reorganize its position. <br />Wilson felt that a key desire of local government is to <br />
