MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 1994 <br />The Administrator replied that it is underway. <br />SURVEY & The City Administrator reported that the Park & <br />CIP BUDGET Recreation Commission has finalized their <br />prioritization of capital improvements. Staff will <br />meet again to review the CIP Budget and recommend any <br />adjustments they feel necessary. The Administrator <br />pointed out that the community survey is a part of the <br />CIP budget and asked if Council felt any adjustment to <br />the $10,000 included in the CIP Budget for that survey <br />was necessary. <br />Morelan pointed out that the $10,000 would not be <br />enough to cover the cost of a survey if it were <br />conducted by the survey firm which made a presentation <br />earlier this evening. Morelan suggested that adequate <br />dollars be allocated in the event that the City wished <br />to use this firm. <br />Scalze questioned doubling the allocation for the <br />survey, and was not convinced that this firm would <br />provide a survey that was worth twice as much as the <br />other quote the City has. <br />Morelan stated that if adequate data cannot be compiled <br />from a survey conducted by the firm with the less <br />expensive quote, than there was no reason to spend the <br />$8,000. <br />Scalze suggested that staff contact Decision Resources <br />for a price on a business survey to determine if the <br />$10,000 budgeted was adequate. <br />Pedersen stated that if a survey cannot be done for <br />$10,000, he did not think one should be done at all. <br />Pedersen felt $20,000 was too expensive and would be <br />difficult to convince the taxpayers that it was worth <br />it. <br />Scalze pointed out the wide experience that Decision <br />Resources has with city surveys. <br />Morelan agreed that Decision Resources should be <br />contacted to determine the cost of a business survey. <br />The Administrator reported that he would obtain this <br />information. <br />ADJOURN Mr. Pedersen introduced the following resolution and <br />moved its adoption: <br />Page 16 <br />
