There has also been interest expressed in water <br />main on Keller Parkway. Even though the County may be <br />working on reconstruction of Keller Parkway in 1995, <br />the City should begin planning for a water main <br />improvement. <br />Scalze stated that if there are health issues involved <br />in certain unwatered areas of the City, the Counoil <br />would need some data reflecting this rather than just <br />hearing from residents that the water is not good. <br />Hanson pointed out that drilling new wells may address <br />the problem, however, that could be just as costly as a <br />water main project. <br />Council discussed the cost of drilling a well, and <br />suggested that even if that cost was equal to the cost <br />of a water main project, if the water main assessment <br />amount exceeded benefits received, the City would not <br />be able to assess it without 100% waivers from property <br />owners. <br />The Administrator reported that the residents on Viking <br />Drive have indicated a fairly strong need for water <br />main improvement. <br />Scalze agreed, but pointed out that they did not all <br />support the project at a cost of $8,000 per lot. <br />Morelan asked if the City could use the cost of a new <br />well in supporting and assessment and the benefits <br />received issue. <br />The City Administrator replied that benefits received <br />relates to an increase in market value for the property <br />being equal to the amount of the assessment. <br />The Administrator pointed out that the urgency for <br />holding a hearing on water main for Keller Parkway has <br />somewhat diminished since the County is now saying that <br />the road reconstruction will not occur until 1995. The <br />urgency for the Viking Drive project is still there, <br />however, the property owners have indicated that the <br />proposed assessment was too expensive. <br />Hanson asked if the City pursued the Keller Parkway <br />water main improvement, if the County would expedite <br />the road reconstruction project. The Administrator did <br />not think so pointing out that the County's budget <br />dictates when projects will be done and nothing has <br />lessened the priority of projects ahead of Keller <br />Page 5 <br />
