Voto felt if levy <br />amounts were not separated and the State did impose levy <br />limits, the State would key off the total levy amount <br />rather than just the general fund levy amount. The City <br />can maintain a separate resolution on file separating the <br />bonded debt levy from the general fund levy. <br />Voto reviewed page 5 of the Management Report detailing <br />the City's gross and net tax levy history. Voto pointed <br />out that the City has been basically holding the line on <br />its tax levy from 1985 through 1994. The only exception <br />is in 1990 when the State shifted aid from cities to <br />school districts. <br />Scalze pointed out the Maplewood referendum which <br />recently passed, and asked how long before that <br />referendum shows up on Maplewood's property taxes. <br />Voto estimated that the referendum would begin to show up <br />in Maplewood's property tax statements beginning next <br />year. Voto then discussed the Citizen's League study on <br />property taxes indicating that he believed their <br />calculations using sales ratios were erroneous. <br />Morelan asked if there was any way to change the system. <br />Voto did not believe so. Voto pointed out that the study <br />keys off city taxes, and noted that Little Canada's taxes <br />are 14% of the tax bill. Voto pointed out that school <br />districts are a large portion of the tax bill, however, <br />school district levies are under tight State controls. <br />Morelan asked the long-term outlook for State aids. <br />Voto replied that the State has some major commitments in <br />this area, and will maintain that commitment to school <br />districts. Voto indicated that he did not foresee major <br />increases in 5tate aids, and suggested flat to moderate <br />increases and perhaps some decreases. <br />Morelan asked if the State will reduce HACA credits. <br />Voto anticipated that there would be decreases in I-IACA. <br />The City Administrator reported that there will be little <br />change to Little Canada's HACA allocation for 1995 and <br />there will be an approximately $4,000 increase in LGA. <br />3 <br />
