MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 1994 <br />Administrator reported that a 4.6% increase is proposed <br />for 1995 for the cost of contracted services with the <br />Fire Department. The Administrator reported that the <br />Fire Department is making some capital improvement <br />requests, and he is recommending that these be <br />prioritized as part of the Capital Improvement Budget <br />or 10% Fund Budget. The prioritization of these two <br />budgets will take place in October. <br />Morelan asked how capital improvement requests from the <br />Sheriff's Department are handled. <br />The City Administrator reported that the City has not <br />had any capital improvement requests from the Sheriff's <br />Department. While the Sheriff's Department purchases a <br />new car each year, it is not considered a capital <br />improvement, but equipment replacement. Any capital <br />improvement expenses incurred by the Sheriff's <br />Department have not been paid for by the contractinq <br />cities. The Smart Van may be one exception, and the <br />City's share of the cost of that equipment was <br />approximately $2,000. <br />The Administrator reviewed the Fire Marshall portion of <br />the budget which he pointed out shows a decrease since <br />there is no longer a reqular employee in that position. <br />The Administrator reported that he has met with Dave <br />Frison, who is interested in starting up the fire <br />inspection program once again. The Administrator <br />reported that he is hoping to have the Building <br />Official position resolved by the end of the month, <br />which would include resolving the Fire Marshal <br />position. The Administrator felt the best approach to <br />addressing that position may be to contract Fire <br />Marshall duties with another city. The Administrator <br />estimated the need for 16 hours per month in this <br />position. The Fire Marshall would oversee and provide <br />supervision for the on-going fire inspection program. <br />Scalze asked if Dave Frison has been doing fire <br />inspections. <br />The Administrator replied that the fire inspection <br />program had just gotten underway when John Palacio left <br />the City's employment. Mr. Frison would be the primary <br />fire inspector, and the fire inspection program would <br />be overseen by the Fire Marshall. <br />6 <br />
