MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 1994 <br />Morelan noted that no dollars have been budgeted to <br />Consultant. The Administrator reported that the costs <br />incurred for consultants are typically part of a <br />contract and are project-related. There may be some <br />costs associated with the update of the Comprehensive <br />Plan during 1995, and the Administrator suggested that <br />those costs be handled by the Capital Improvement <br />Budget. <br />Morelan asked about the day camp subsidy and whether or <br />not the program should be self-sustaining. <br />The Parks & Recreation Director pointed out that <br />participation in the day camp program has been down the <br />last couple of years which may be the result of <br />increased fees. The Director felt that to increase the <br />day camp fees further yet might seriously effect <br />participation. The Director pointed out that the <br />registration fee being charged for day camp is <br />comparable to those being charged by similar programs. <br />The Administrator noted that Community Service is <br />budgeted at $18,831 for 1995 versus $15,597 in 1994. <br />The Administrator pointed out that this includes $2,000 <br />for Canadian Days. Given the participation of Canadian <br />Days in charitable gambling, it may be possible to <br />eliminate this budget item. It was noted that the City <br />provides in-kind assistance to Canadian Days in <br />addition to the budgeted dollars. <br />It was the consensus of the Council that the Canadian <br />Days Committee be contacted to determine their position <br />on this matter. <br />The Council discussed other line items under the <br />Community Service portion of the budget, including <br />Historical Society, Youth Service Bureau, Ramsey Area <br />Senior Program, and Senior Citizens-Other. It was <br />noted that Senior Citizens-Other included such items as <br />postage, mileage, and senior task force survey. <br />The Administrator noted that $2,000 has been budgeted <br />for the Community Pride Committee to assist in a <br />community pride recognition program. The Administrator <br />suggested that this might be more appropriately funded <br />through the 10% Budget. <br />Morelan agreed that this request should be included <br />9 <br />
